Importing Container Houses into Nigeria: SONCAP and Form M
Quick answer

The process runs: Form M opened through an authorised dealer bank, SONCAP product registration and certificate for regulated goods, shipment, then PAAR from customs before the container is cleared. Duty and VAT are payable at the tariff rate, and terminal charges accrue daily, so documentation delays are the main cost risk.

Nigerian clearance is sequential: each step depends on the previous document. Skipping one step means paying storage while it is fixed.

Sequence

StepDocumentWhen
1Form MBefore production or shipment
2SONCAP product certificateBefore shipment
3Bill of ladingOn sailing
4PAARBefore vessel arrival
5Duty and VAT paymentAt clearance

Where the cost hides

  • Demurrage: daily charges after the free period, often larger than the freight difference between suppliers.
  • Document mismatch: the invoice value must match Form M; a revision after shipment requires a bank amendment.
  • Inspection: physical examination is common, so packing must allow access without dismantling the load.

Specification advice for the market

Design for heat and humidity: rock wool or PU panels, generous ventilation, corrosion protection for coastal sites such as Lagos, and electrical protection sized for unstable supply, including surge protection and provision for a generator or inverter feed.

Next step

Send the destination port and quantity through the quotation form, and tell us early if a SONCAP certificate is needed so it can be issued before loading. Products: 20ft flat pack, Z-type folding, custom layouts.

FAQ

What is Form M?
The Nigerian customs declaration form completed by the importer through a bank before shipment. It captures the goods, value and supplier, and the shipment must match it.
Is SONCAP required for prefabricated buildings?
SONCAP applies to regulated products, and many building components and electrical items fall inside the scope. Confirm the product category with the SONCAP office before production, because the certificate is issued abroad, not at the port.
How long does clearance take?
With complete documents, about one to two weeks. Incomplete PAAR or a mismatch between Form M and the invoice can add weeks, and demurrage is charged from the free period end.
