Importing Container Houses into the UK: UKCA, Customs and VAT
Quick answer

For the UK, expect UKCA marking evidence for construction products, Building Regulations approval at project level, and a customs declaration with a GB EORI number. VAT is payable at import unless postponed under the Postponed VAT Accounting scheme. Planning permission is separate from Building Regulations and is the item most often left late.

The UK is a smaller market than the EU but simpler in one respect: one set of building regulations, one customs territory, one language. The complexity sits in the sequence of approvals.

Approvals in the right order

  1. Planning: confirm whether the unit needs permission, how long it may stay, and any height or siting conditions.
  2. Building Regulations: structural, fire, energy and electrical compliance, usually via a building control body.
  3. Product conformity: UKCA or accepted CE evidence for the panels, steelwork and electrical components.
  4. Customs: GB EORI, entry, duty and VAT.

Building control detail that catches importers

  • Fire: boundary distance and cladding reaction-to-fire matter, especially for units close to a boundary.
  • Thermal: the target fabric performance is higher than most export specifications; 100 mm panels help.
  • Electrical: BS 7671 compliance, 230 V 50 Hz, RCD protection and UK socket types.
  • Escape: inner room rules and escape window sizes apply to sleeping accommodation.

What to send with the order

Ask the supplier for panel fire test reports, steel mill certificates, electrical component certificates and a dimensioned drawing for the building control submission. Ask for 230 V 50 Hz wiring and BS sockets at the factory: retrofitting in the UK costs more than the specification upgrade.

FAQ

Is CE marking still accepted in the UK?
The UK has extended recognition of CE marking for many construction products, but the position can change and UKCA remains the UK route. Confirm the current rule with your importer or a UK conformity assessor before ordering.
Do container houses need planning permission?
Often yes, particularly for residential use or where the unit stays longer than the permitted development window. Site offices used during construction may fall under permitted development, with conditions on duration and siting.
What is postponed VAT accounting?
A scheme that lets VAT-registered importers account for import VAT on their VAT return instead of paying at the border, which removes the cash-flow hit. It must be selected on the customs entry.
